Heat pump installation in Illinois: costs, rebates and cold weather
A heat pump heats and cools with one system, and newer cold-climate models keep working in an Illinois winter. Here’s how they work, what to ask an installer, and which rebates and credits are still around.

How a heat pump saves money
ENERGY STAR says a typical household spends about $1,900 a year on energy, and almost half goes to heating and cooling. An air-source heat pump moves heat instead of burning fuel, pulling heat from outdoor air into your home in winter and out of your home in summer. That’s why it can deliver up to three times more heat energy than the electricity it consumes (ENERGY STAR). Your actual savings depend on what you heat with now, your electric and gas rates, and how well your home holds heat.
Ducted or ductless
- Ducted. A central heat pump can connect to the ductwork most homes already have. ENERGY STAR says that in most climate zones it can be a drop-in replacement when your central air conditioner or furnace needs replacing (ENERGY STAR).
- Ductless mini-split. For homes without ducts, or for an addition, mini-split heat pumps mount on a wall or ceiling and don’t need ductwork (ENERGY STAR). ENERGY STAR says certified mini-splits use up to 60% less energy than standard electric radiators (ENERGY STAR).
Heat pumps in an Illinois winter
ENERGY STAR says many newer certified heat pumps heat well even in very cold climates. Its cold-climate certification requires third-party testing down to 5 degrees F. Below that, the heat pump keeps running, but pairing it with a backup heat source is the most efficient way to heat when it’s even colder (ENERGY STAR). Ask your contractor whether to keep your current furnace as backup. If winter temperatures regularly drop below freezing where you live, ENERGY STAR suggests asking your contractor for a unit suited to your climate (ENERGY STAR).
Size and install it right
- Ask for a Manual J. ENERGY STAR says your contractor should size the system with a Manual J calculation of how much heating and cooling your home needs. A system that’s too big or too small will struggle to keep you comfortable (ENERGY STAR).
- Fix leaks first. Sealing and insulating ducts can improve efficiency by as much as 20%, and ENERGY STAR suggests dealing with big air leaks before buying new equipment (ENERGY STAR). See our home energy audit guide.
- Installation matters. ENERGY STAR says improper installation can cut system efficiency by up to 30% (ENERGY STAR).
- Keep it maintained. Change or clean filters and have the system checked regularly. See our HVAC guide for maintenance basics.
Rebates and tax credits
- Federal tax credit. The IRS says the Energy Efficient Home Improvement Credit (30%, up to $2,000 a year for qualifying heat pumps) applies to property placed in service through December 31, 2025 (IRS). A heat pump installed in 2026 doesn’t qualify. If yours was installed in 2025, ask a tax professional about claiming it.
- ComEd. ComEd lists instant discounts and incentives on high-efficiency heat pumps and smart thermostats, plus a tool to find a contractor. Offers can change or end when funding runs out (ComEd).
- Ameren Illinois. Ameren’s energy efficiency program lists an air-source heat pump offer for residential customers (Ameren Illinois).
- State rebates. Illinois EPA says the federally funded HOMES and HEAR home energy rebates aren’t open yet. It plans to direct the money first to households under 80% of area median income, and it won’t offer rebates for projects done before launch (Illinois EPA).
- Find more. Search by ZIP code with the ENERGY STAR Rebate Finder. Income-qualified households can also ask about weatherization help.
Hire carefully
- Get at least three written estimates that show the sizing calculation and model numbers.
- Ask whether the contractor works with your utility’s discount program, and get the discount in writing.
- For home repair work over $1,000, Illinois law requires a written contract, and contractors must give you the “Home Repair: Know Your Rights” pamphlet (815 ILCS 513/15, Illinois Attorney General).
- Watch for high-pressure sales and big up-front payments (FTC).

Common questions
Do heat pumps work in Chicago winters?
Many newer models do. ENERGY STAR’s cold-climate certification tests performance down to 5 degrees F, and a backup heat source helps when it’s colder.
Is there still a federal tax credit for heat pumps?
Not for new installs. The IRS says the 25C credit covers qualifying property placed in service through December 31, 2025.
Can I keep my gas furnace?
Often, yes. ENERGY STAR recommends a backup heat source for the coldest days. Ask your contractor how a heat pump would work with your furnace.
